ABOUT US

We set up Capability in 2018 when we returned to Finland after 15 years spent living, working and moving between Nepal, Cambodia, Vietnam, the Philippines and Indonesia.

Through Capability, we want to be part of the international community of practitioners and researchers debating and exploring ways to design and implement development initiatives that address locally-nominated problems with an iterative process that blends design and implementation through rapid planning cycles, action, reflection, and adaptation. We believe in the power of drawing on local knowledge, feedback and energy and fostering learning from both success and failure in relation to their context. Through collaboration with our partners, we want to promote change and find real solutions to problems that matter for people’s livelihood.

We intend to develop an international network of like-minded associates and partners driven by the desire to do great work together.

Arnaldo Pellini

Arnaldo Pellini is a founding partner of Capability Oy. Over the past twenty years, he has led and been involved in designing, monitoring, and implementing social development and democratic programmes seeking to strengthen public policy and the contribution of different forms of evidence to policy processes.

Arnaldo has extensive experience in context analysis and political economy analysis to help inform programme design and implementation. He has facilitated and supported the design of monitoring, learning and evaluation systems for adaptive management. Arnaldo has spent 15 years living and working in Nepal, Cambodia, Viet Nam, the Philippines and Indonesia.

He has been part of the implementing teams of multi-year programmes funded by DFAT, IFAD, BMZ, and SIDA. He also has experience with FCDO, World Bank, ADB and others. He is a Research Associate with the Overseas Development Institute in London and a Visiting Research Fellow with the Sustainable Development Policy Institute in Islamabad. He holds an MPhil in Economic Development from Glasgow University and a PhD in Education from the University of Tampere (Finland). He has published extensively on democratic governance, education reforms, the political economy of evidence use in public policy, and adaptive development with the Overseas Development Institute in academic articles, book chapters, blog posts and opinion pieces. He has been an Associate Editor with the journal Evidence & Policy. He is Italian and is based in Finland and speaks English, Spanish, German, and basic Finnish.
